Can your computer slow down from downloads on a different user on your computer?
I like to make Pokemon hacks, but I want to be able to run World of Warcraft on my Computer, will using the Hacking programs on a different user on my computer share the virus or slow-down?

Anything you do, no matter what user/account it’s on, will affect the entire computer. Files take up space on the same hard drive, programs use the same total memory and processor speed, downloads use the same internet connection. Making a new user does not suddenly provide more memory/storage space/etc. for you to use; it’s simply a means of controlling access to data on the computer.
The only way to not have it affect your system is to run it on a different computer. (Even then, if it involves internet, you’re still sharing the same download bandwidth, so it can still affect things.)
