Keep in mind that wifi’s range is just a couple hundred feet at best, dozen feet at worst.
You can add wifi to your home network by adding a wireless router (actually a wireless access point and a router built together). A lot of companies make them.
I am not sure whether you mean can you get wifi EVERYWHERE, or just inside your house.
Wifi is not really meant as a public access method as you will have need a transceiver every couple hundred feet (i.e. every street corner). All of those have to be linked to the Internet somehow.
Some cities, such as Menlo Park, CA, have this thanks to Google (as their HQ is there). However, most cities do NOT have public wifi available, not even for a price, as there’s no infrastructure for it.
As for your own Wifi, you pay for your own Internet access. You just added wifi to it so you form your own wireless network.
